Preston Manning is taking a lead role in addressing Western Canada’s historical grievances with Ottawa before Alberta’s upcoming fall referendum. The virtual forums, scheduled for September 19 and 20, will be co-hosted by Manning, former leader of the Reform Party, and ex-B.C. premier Gordon Campbell.
Alberta’s Premier Danielle Smith is preparing to present 10 referendum questions to voters on October 19, including whether the province should remain part of Canada or proceed with a second binding referendum on separation.
Manning emphasized that the purpose of the events is to inform and involve voters without descending into the usual partisan debates often seen in public forums. He highlighted the distinct approach of these sessions compared to previous panels like the Alberta Next panel and the Fair Deal panel, where partisan divisions tended to dominate.
The goal of the upcoming forums is to provide a platform for various perspectives without favoring any particular stance. Additionally, the discussions will not be limited to Alberta alone. There are plans to convene an additional session in October to develop recommendations following the referendum, with the intent to share these suggestions with policymakers across Western Canada.
Manning stressed that concerns regarding the federal government’s role extend beyond Alberta, making the assembly’s findings relevant to other provinces as well. The assembly aims to promote a democratic process free from partisan conflicts, showcasing the possibility of reviving faith in democratic institutions, particularly among disillusioned young people.
The focus will also extend to Smith’s other nine referendum questions, which include proposals such as restricting social services for certain immigrants and advocating for constitutional talks on abolishing the Senate and granting provinces the authority to appoint superior court judges. Smith has positioned these proposals as a potential compromise to address Alberta’s grievances with Ottawa while affirming her commitment to Canada.
Manning indicated that a positive vote on these proposals could encourage provinces to challenge federal-provincial jurisdiction boundaries, notably in areas like immigration policy.
