A parliamentary committee in the House of Commons has agreed to investigate the security screening procedures in Canada following the arrest of a Canadian NATO intern by Belgian authorities on espionage charges. This decision was made after the Conservatives and Bloc Québécois urged for an emergency meeting to look into the spying accusations against the intern.
During a public safety and national security committee meeting, Members of Parliament from different parties collaborated and decided to prioritize three sessions to delve into the matter when Parliament reconvenes in September. The committee plans to summon Public Safety Minister Gary Anandasangaree as a witness and invite other necessary individuals to testify. The committee aims to present its findings and recommendations to the House.
Although the Belgian courts do not disclose the identities of defendants in criminal probes until the trial, a CBC News investigation revealed that the accused individual is Biwei Zhang. Zhang, a systems engineer with an economic background, was interning at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.
The investigation uncovered that Biwei Zhang is the legal name of the suspect, who professionally goes by Claire Zhang and uses the name Catina Zhang on her Facebook profile. Belgian authorities suspect Zhang of spying for a foreign country and being involved in a criminal network.
There are growing concerns about Canada’s security screening protocols, with Conservative public safety critic Frank Caputo urging for parliamentary oversight following the serious allegations against Zhang. Questions have been raised about how someone accused of espionage could secure an internship within a significant military alliance like NATO and the adequacy of security screening measures at that time.
The NATO internship obtained by Zhang required a thorough security clearance, a process managed by Canadian authorities, particularly the RCMP and CSIS, due to Zhang’s Canadian nationality.
In response to the arrest, Canada’s Public Safety Minister expressed a commitment to uncover the truth behind the incident, acknowledging the gravity of the charges. Prime Minister Mark Carney stated that Canadian officials have been actively involved since the beginning of the case.
CBC News investigations also found that Zhang had previously held positions within various Canadian government departments. Her resume indicated past roles as an economist at Statistics Canada and a systems engineer at the Canadian Space Agency. Additionally, in 2023, Zhang was found to have committed fraud by applying for a position at the Canada Border Services Agency using multiple names and emails, leading to a dismissed judicial review in 2024.
Zhang’s professional history includes positions at the World Trade Organization in Geneva and the European Space Agency in Italy. She recently completed a master’s degree in computer science specializing in artificial intelligence from the University of Ottawa. Prior to her arrest on charges of espionage and involvement in a criminal organization, Belgian authorities conducted searches at Zhang’s residence and workplace at SHAPE.
