Another Sikh Canadian activist has received a “duty to warn” communication, raising skepticism about the Carney administration’s assertions regarding addressing Indian government foreign interference and transnational repression.
Inderjeet Singh Gosal disclosed that he was handed the letter on August 14, following a phone call from the RCMP in Caledon, Ontario.
These letters are issued by law enforcement when credible intelligence indicates a threat to a citizen’s life, without specifying the threat’s nature.
Gosal, speaking to CBC News, confirmed the receipt of the letter signed by two RCMP members and himself as the “Intended Victim.” He also mentioned the RCMP reiterating an earlier offer to enroll him in a witness protection program, which he declined, stating his commitment to advocating for the Khalistan referendum over personal safety.
The Khalistan movement advocates for an autonomous Sikh homeland in India’s Punjab region, which has stirred controversy with the Indian government.
Following the assassination of Hardeep Singh Nijjar in June 2023, Gurpatwant Singh Pannun appointed Gosal to take over leadership of the referendum campaign in Canada. Gosal revealed that this latest warning marks his sixth official police notification.
These warnings have been issued by Canadian authorities amid efforts to normalize relations with India, which deteriorated after Nijjar’s killing, with both countries reducing diplomatic representations.
Despite the Carney government’s attempts to move past the conflict and focus on economic ties with India, duty to warn letters persist, indicating ongoing threats. Gosal’s letter did not directly implicate the Indian government but highlighted a threat on his life without providing further details.
Canada has faced scrutiny from UN rapporteurs regarding its protection of Sikh activists, emphasizing the need for continued vigilance against potential threats from the Indian government.
Gosal acknowledged the RCMP’s duty to inform him of these threats but criticized the Carney government’s diplomatic approach amid persistent risks to Canadian citizens of Sikh descent.
He affirmed his commitment to the upcoming referendum despite potential dangers, emphasizing the importance of democratic rights in the face of external suppression attempts.
